  • Overview

    Our client, one of the largest independent refiners in the US, is seeking a Technical Manager to lead all Technical Department functional areas at their Torrance, CA refinery. This position will be responsible for the reliability and optimization of the processes operated by the business unit and the selection and application of technology consistent with the business unit's strategy. These include the formation and development of long-term business strategies and implementation of tactical plans.



    • Manage the Technical Department’s functional areas comprised of: Laboratory, Process Technical Support, Process Design and Process Engineering and Advanced Process Control.
    • Manage key refinery programs targeted to achieve long-term improvements in specific areas.
    • Provide technical support to HSE department. 
    • Develop and champion opportunities to improve refinery performance.
    • Support the capital management process utilizing the AFE process.
    • Participate in the selection and development of key manufacturing information systems.
    • Coordinate development of tactical and strategic business plans in conjunction with other departments for the purpose of developing detailed technology selection, capital investments and operating configuration.
    • Administer company policy within the department.  Ensure refinery administrative procedures, discipline, safety policies, management practices and labor contracts are administered consistently and fairly.
    • Model teamwork with other department managers.
    • Develop, direct and establish a safety program and safety practices in department.  Constantly strive to prevent accidents and to provide a safe, healthy work environment.
    • Maintain and improve the performance of department personnel.  This includes organizational changes to meet changing needs, hiring of new personnel, and administering a personnel performance improvement program that includes goal setting, performance evaluations, and counseling to achieve high standards of performance.
    • Directly work with the Refinery Leadership Team to develop and control the overall facility budget for production, capital and expense.
    • Develop the department expense budget and continuously monitor these costs to anticipate and control possible variances.
    • As a key member of the Refinery Manager’s staff, participate in the development of refinery management philosophy as well as support and implement management policies and practices.


    • Bachelor’s Degree in Chemical, Environmental, Mechanical Engineering or similar field of study with a strong business background. Chemical Engineering preferred. (MBA desired)
    • 15+ years in Refining or Petrochemicals in Engineering (Tech Service, or Process Design)
    • Must have line-management experience.
    • Familiarity with industry process safety and environment regulations, work practices, and compliance strategies as well as knowledge of basic refinery processes, reliability principles, refining economics and basic budgeting and scheduling.
